Two new members have been appointed to the PortlandPolice Bureau's Citizen Review Committee and three continuing members were reappointed by the City Council.
The new and continuing members were chosen from applicants responding to the annual recruiting efforts of the Independent Police Review Committee. Finalists were nominated by City Auditor Gary Blackmer after a competitive selection process.
Citizen Review Committee members hear appeals of the results of police misconduct investigations, serve on the Portland Police Bureau's Use of Force and Performance review boards, gather community concerns about police policies and procedures, advise the Independent Police Review committee on complaint handling and work with independent review staff to conduct reviews of Portland Police Bureau policies.
The new members are:
• Theresa Keeney, a Portland State University senior with a major in criminal justice and a minor in Native studies. She is a member of the Chickasaw Nation and does volunteer work through the Native American Student and Community Center and Meals on Wheels.
•IreneRemi-Lekun Ogouma, a project management consultant from the Republic of Benin. She worked for the United Nations Department of Peace Keeping Operations, the International SmallArmsReduction Program and the High Commission for Refugees in various countries in Africa, Southeast Asia and Canada before adopting Portland as her new home. Since becoming a permanent legal resident of the United States, Ogouma has been actively involved in community volunteer efforts, includingtheMayor's Visioning Committee.
The reappointed members are:
• Loren Eriksson, recently retired after 25 years of service as a Portland firefighter. The Southeast Portland resident has served on the citizens review committee since 2003.
• Hank Miggins, a mortgage broker and former Spokane city manager and Multnomah County department head. He has served on the boards of several civic organizations, including the ACLU of Oregon and the African American Chamber of Commerce of Oregon. The Southwest Portland resident has been a citizens review committee member since 2001.
• Robert Ueland, a real estate broker whose present and recent community involvement includes serving as president and board member for the Hollywood Neighborhood Association, the Central Northeast Coalition of Neighbors, Ride Connection and the Police Budget Advisory Committee. He lives in Southeast Portland.
Continuing members with terms expiring in 2007 include:
• Gwenn A. Baldwin, president of Baldwin Consulting, LLC, a firm that helps business, government and nonprofit clients with strategic positioning, government relations and communications needs. She lives in Northeast Portland.
• Michael Bigham, a retired Port of Portland police lieutenant from Southeast Portland.
• Marcella Red Thunder, an auto mechanic from Northeast Portland.
• Lewellyn Robison, a retired port director for the U.S. Customs Service from Northwest Portland.
